Referendum Name:Defamation Law Author: Wusmeinia Text: Defamation shall fall under Tort Law. It refers to false statements about a person, communicated as fact to one or more other persons by an individual or entity (such as a person, newspaper, magazine, or political organization), which causes damage and does harm to the target’s reputation and/or standing in the community. Defamation is categorized as Libel or slander
WHY MAKE THIS LAW?
The general harm caused by defamation is identified as being ridiculed, shamed, hated, scorned, belittled or held in contempt by others, and lowers him/her in esteem of a reasonably prudent person, due to the communication of the false statement.
These are the separate torts you can seek
Oral defamatory statements is categorized as slander
Malice – if intentional malice can be shown/proven, than the act usually qualifies as defamation for damage to one’s reputation. However, even without this, if it is obvious that the statement would do harm and that it is untrue, one can still pursue this tort if he/she can demonstrate actual/tangible harm, such as loss of business (called special damages).
Libel- is defamatory statements and/or pictures published in print or writing; or broadcast in the media, such as over the radio, on TV or in film. The publication does not need to be made to more than one person to qualify as libel. However, it must be represented as a fact, not an opinion. If one libels the reputation of a departed nation, the target’s heirs whomever that may be, may be able to bring an action for damages.
Defamation Per Se- refers to defamatory statements that are so vicious and the harm is so obvious, that malice is assumed, and proof of intent is not required for general damages (i.e. falsely accusing someone of committing a crime; or statements claiming that the individual is unfit or unable to perform his employment duties.)
Exclusions/Exceptions/Defenses to defamation:
“fair comment” - a statement of opinion which was arrived at based on accurate facts, which do not allege dishonorable motives by the person about whom the statements were made.
Statements made about a public person (political candidates, governmental officeholder, author, celebrity, etc.) are usually exempt, even if they are untrue and harmful. However, if they were made with malice – with hate, dislike, intent and/or desire to harm and with reckless disregard for the truth – the public person may have a cause of action.
Minor errors in reporting, such as publishing a person’s age or title inaccurately or providing the wrong address.
Governmental bodies due to the premise that a non-personal entity cannot have intent.
Public records are exempt from claims of libel.
Truth – the communication was true.
Congress is exempted on the premise that Congress cannot have restricted speech.

I'd recommend going through the bill's thread on congress to see if there were any good suggestions there. Perhaps maybe include a cap on punitive damages, as a compromise to the others?

Referendum Name: Constitutional Convention, 2017 Author: The Commonwealth of the Novemics Text:
This is a proposal to have a constitutional convention to amend or entirely change the Natan Regional Constitution.
If a simple majority votes to have a convention, there shall be a convention to take place within 3 days of the vote. The vote on to have a convention shall occur within a week of the acceptance of this referendum submission.
The convention shall last no more than two weeks, and all nations in the Region are welcome to participate, provided that they are full members of the Natan Region and not under criminal investigation. The name of this body shall be called the "Constitutional Convention of the Natan Region, 2017".
On the first day of the Convention there shall be an election of a Presiding Officer (who moderates plenary debates), and elections of Committee Chairs (who shall moderate the committee meetings). Agenda is set by the entire Convention, which includes topics (sections of a new constitution, or amendments to the current constitution, or amendments to sections of a new constitution already voted on) and dates of meeting for Committees and for the plenary sessions. Agenda is also set on the first day.
A Committee shall debate a topic on a particular day or days (maximum three days on a topic). When the committee approves the proposal on a topic, the proposal shall go to the plenary session to have final debate and a vote on the entire proposal. Amendments to these proposals may take place two days after the plenary vote, but then must go to the plenary session again for approval.
A final vote on the current draft of the constitutional proposal shall take place if all topics of the agenda have been covered before two weeks are over, or it is the 14th day of the Convention. A 3/4-ths supermajority is needed to approve this draft of the constitution. If the supermajority votes for the constitutional draft, it shall go into force within one week of the Convention vote.
